Position Overview
The Instructional Designer is responsible for developing and delivering specified training using instructional design skills.
Duties and Responsibilities

  • Work alongside subject matter experts (SMEs) to assess and define the target audience’s training needs.
  • Define clear and actionable learning objectives and produce compelling content that aligns with them.
  • Develops Computer Based Training modules or other on-demand training.
  • Conceptualize instructional graphics, multimedia, the user interface, and the final product.
  • Analyze and apply principles, trends, and best practices associated with instructional design and learning technologies.
  • Develop exercises, assignments, and assessments to maximize students’ learning potential.
  • Develop supporting materials and resources that incorporate multimedia in various formats (e.g., audio, video, gamification, scenarios).
  • Devise different assessment methods, including quizzes, tests, and polls, to evaluate the effectiveness of the course.
  • Deliver specific trainings and ensure delivery standards are met.
  • Monitor and assess curriculum to ensure content is accurate, relevant, and useful for target audiences and identify recommendations for improvements.
  • Maintain accurate training schedules and records and develop annual long-term and short-term training plans.
  • Responsible for inputting training schedule into the Department’s Learning Management System and completing attendees upon completion.
  • Responsible for marketing trainings, including preparing emails and website updates, etc.  All deliverables and outreach materials are to be approved by supervisor in advance of delivery.

Required Experience and Skills

  • 2+ years of expreince in Instructional Design and Writing
  • Strong experience and knowledge of a or multiple Instructional Design Frameworks
  • Knowledge of instructional design and adult learning concepts, techniques, and methods
  • Knowledge of trends in creative design, processes, products, digital media, and websites
  • Knowledge of 508 Electronic and Information Technology Standards
  • Knowledge of accepted negotiations training techniques
  • Knowledge of Statutes, Rule, and Procedures related to professional services.
  • Skill in instructional design and adult learning concepts, techniques, and methods
  • Skill in researching, compiling, and analyzing data to report findings
  • Skill in using Microsoft Suite; including but not limited to Word, Excel, PowerPoint, SharePoint, etc.
  • Skill in producing and organizing supporting materials
  • Skill in managing self and taking pride in providing exceptional customer service by responding with a sense of urgency, practicality, accountability, and integrity
  • Skill in working in a dynamic environment that requires critical thinking and strong analytical skills
  • Skill in effective communication; both verbal and written and establishing and maintaining effective working relationships
  • Skill in maintaining accurate records
  • Skill in providing presentations, consultations services, and
  • training programs
  • Ability to translate technical information into presentation mediums for ease of comprehension
  • Ability to prioritize and complete complex work assignments
  • Ability to maintain accurate record keeping
  • Ability to conduct training in an in person and virtual setting
  • Ability to work independently and as a team 
  • Ability to be flexible and adjust to changing environments and work processes
  • Ability to maintain effective working relationships at all levels
  • Ability to travel up to 50%
  • Ability to prepare on-demand Computer Based Training modules.
  • Ability to learn standard methods of compensation for professional services contracts, a broad range of knowledge related to Roadway Design, Project Development and Environmental Studies, Construction and Operations, and Project/Contract management.
