Job Title: Senior Project Manager
Job Location: Tallahassee, FL (Hybrid)
Job Type: Contract (Through 6/30/25 with high likelihood of extension)
Job Responsibilities:
- Prepare Program and Project Management Plans: Develop and submit detailed plans within specified timeframes, including:
- Scope of work and services for technology solutions
- Staffing plan with roles and responsibilities
- Program’s communication strategy
- Governance process or organizational framework
- Identified projects within the program
- Benefit measurement and strategic plan
- Operations guide
- Risk, Issue, Action Item, and Decision management processes
- Change Management process
- Stakeholder and benefits management
- Reporting on cost and schedule performance
- Review and Update Management Plans: Regularly review approved plans and submit any changes for approval before implementation. Keep the Project Management Plan current based on feedback from the Department’s Contract Manager or Functional Manager.
- Prepare and Submit Documentation: Create Legislative Budget Requests (LBR), Statements of Work (SOW), Operational Work Plans (OWP), and similar documentation for assigned projects.
- Develop and Maintain Schedules: Prepare and maintain the Microsoft Project schedule or equivalent, including non-working time, collaboration with the Project Team, task durations, start and finish dates, resources, and project close-out tasks. Regularly review and update the schedule as necessary.
- Maintain RAID Logs: Populate and maintain logs for tracking risks, issues, action items, decisions, and change requests. Ensure these logs contain comprehensive risk tracking information.
- Comply with Administrative Policies and Procedures: Work in accordance with OATS Administrative Policies and Procedures and maintain communication with the Department’s Contract Manager throughout the project term.
- Manage Project Documentation: Oversee the development and storage of technical documentation, ensuring compliance with OATS policies, procedures, and standards. Facilitate knowledge transfer to Department staff for system maintenance.
- Resource Management: Collaborate with Functional Managers to secure and maintain necessary resources as directed by the Contract Manager or Functional Manager.
- Lead Project Team: Drive the execution of project activities, ensuring tasks are appropriately assigned and project artifacts are created and maintained.
- Scope, Budget, and Schedule Management: Manage revisions to the program/project scope, budget, and schedule to meet Department needs.
- Risk and Communication Management: Evaluate, track, and report risks. Develop and implement risk response strategies. Communicate relevant information to the Project Team and stakeholders, ensuring clear and effective dissemination of project status and issues.
- Facilitate Meetings: Organize and conduct meetings, ensuring clear communication, proper documentation, and fulfillment of meeting objectives. Document and disseminate meeting outcomes promptly.
- Conflict Resolution and Team Support: Address team conflicts and communication issues proactively. Mentor junior team members and ensure the completeness and correctness of project deliverables before submission.
Required Qualifications:
- Project Management Professional certification.
- A minimum of ten (10) years of IT business/industry work experience.
- A minimum of seven (7) years of project management experience.
- Experience with Agile Methodologies.
- A minimum of five (5) years of experience managing projects in accordance with PMI’s standards as presented in A Guide to the Project Management Body of Knowledge (PMBOK Guide).
- A minimum of three (3) years developing program or project strategy, business cases, and enterprise-wide program/project plans.
- A minimum of three (3) years of experience managing large, cross-divisional, and cross-functional software development programs/projects.
Preferred Qualifications:
- Experience leading custom software development projects, and Microsoft Dynamics 365 or Microsoft Power Platform development programs/projects.
- Experience leading cloud solution development programs/projects leveraging other low/no-code platforms.
- Experience communicating with IT leadership and business leadership.
- Experience facilitating requirements gathering and Joint Application Design sessions.
- Experience preparing Legislative Budget Requests (LBR), Statements of Work (SOW), and Operational Work Plans (OWP).
- Experience with State Purchasing rules, processes, and documentation.
- Experience with Information Technology purchasing processes and practices.
- Experience managing documentation in MS SharePoint.
- Experience managing projects for a state of Florida Information Technology PMO
- Experience creating a Solution Definition Framework or ISDM.
