Job Description:
We are seeking an experienced Project Manager to join the Medicaid Chip Services (MCS) Waiver Salesforce Enhancements project team. The contractor will lead the development and implementation of modifications and enhancements to the MCS Waiver system in Salesforce. The ideal candidate will be adept at managing enterprise-scale projects, communicating complex technical and business requirements, and implementing Agile (Scrum) project management practices.

Responsibilities

  • Project Leadership:
    • Manage the development and implementation of Salesforce enhancements for the MCS Waiver program.
    • Define project goals, objectives, and scope in alignment with business and technical requirements.
    • Establish project organization, methodology, and deliverables within an Agile framework.
  • Stakeholder Collaboration:
    • Work closely with multiple stakeholders, including clients, IT teams, and leadership.
    • Communicate project status, risks, and milestones effectively to both technical and non-technical audiences.
    • Facilitate regular meetings with stakeholders to gather feedback and ensure alignment.
  • Documentation and Reporting:
    • Create and maintain key project artifacts, including project charters, work plans, timelines, and risk assessments.
    • Develop and present detailed status reports, dashboards, and presentations to leadership and oversight entities.
  • Agile Methodology Implementation:
    • Apply Agile (Scrum) practices to manage sprint planning, stand-ups, and retrospectives.
    • Monitor and track progress using tools like Jira and Project Portfolio Management (PPM) platforms.
  • Technical Support and Communication:
    • Provide technical support during work hours and participate in on-call support, as necessary.
    • Collaborate with technical teams to comprehend and communicate complex system designs and implementations.

Requirements
Minimum Qualifications:

  • 7+ years of project management experience for large-scale enterprise implementations.
  • 7+ years of experience managing state or federal government projects, preferably in Texas.
  • 7+ years of Salesforce experience, particularly with system enhancements or implementations.

Preferred Qualifications:

  • 5+ years of experience with the Texas Project Delivery Framework.
  • Project Management Professional (PMP) certification.
  • 3+ years of experience with Agile (Scrum) methodologies and frameworks.
  • Agile Certified Practitioner (ACP) or Scrum Master certification.
  • 1+ year of experience with state procurement and contracting processes.
  • Familiarity with Jira for task tracking and Agile workflows.
  • Experience with Project Portfolio Management (PPM) tools.

Key Skills

  • Strong understanding of the PMI framework and Agile (Scrum) methodologies.
  • Proficient in creating and managing project documentation, timelines, and deliverables.
  • Excellent communication and presentation skills, with the ability to convey technical concepts to non-technical stakeholders.
