Job Title: Business Analyst
Job Location: Tallahassee, FL (On-Site)
Job Type: Contract (Thru 6/30/27)
We are seeking an experienced Business Analyst to support a major Technology Transformation initiative and other operational/strategic IT projects. This role will focus on delivering Microsoft Dynamics 365 Case Management solutions and related Power Platform capabilities using Agile Feature-Driven Design (FDD) and Scrum.
You will partner closely with business stakeholders and technical delivery teams to elicit and document requirements, convert needs into user stories and acceptance criteria, manage traceability in Azure DevOps, and support testing and rollout activities.
Key Responsibilities
- Elicit, analyze, and document business and functional requirements for software delivery initiatives.
- Facilitate stakeholder workshops, interviews, and working sessions to validate needs and confirm solution scope.
- Translate requirements into well-structured user stories, acceptance criteria, and backlog items; maintain end-to-end traceability in Azure DevOps (or equivalent tooling).
- Model processes and workflows using UML, BPMN, and process flow diagrams to clarify current vs. future state and drive process improvements.
- Conduct gap analysis, impact assessments, and identify opportunities to streamline workflows and improve outcomes.
- Collaborate with technical teams to ensure requirements are actionable, understood, and aligned with project objectives.
- Support QA and testing efforts, including creation of UAT plans, UAT test cases, coordination of UAT execution, and validation of outcomes.
- Provide guidance on business analysis best practices, documentation standards, and continuous improvement.
- Support change management activities (training support, communications, adoption planning) as needed.
- Coach/mentor team members and contribute to building repeatable analysis and documentation practices.
- Attend project ceremonies and provide regular progress/status updates.
Required Skills & Experience (Minimum Qualifications)
- 5+ years of experience as a Business Analyst on technology projects.
- Experience as an IT Business Analyst supporting software development initiatives.
- Strong capability to analyze workflows, identify inefficiencies, and recommend improvements aligned to strategic goals.
- Proficiency with requirements elicitation, writing user stories, and defining acceptance criteria.
- Hands-on experience using Azure DevOps (preferred) or GitHub (or similar) for backlog management and tracking.
- Experience developing and executing User Acceptance Testing (UAT) test cases.
- Strong knowledge of Agile methodologies, including Scrum and Feature-Driven Design (FDD).
- Excellent written and verbal communication skills; able to work effectively across business and technical audiences.
Preferred Qualifications
- Advanced experience in business process modeling and process improvement.
- Experience with Microsoft business application platforms such as Dynamics 365, Power Platform, or comparable solutions.
- Demonstrated success leading cross-functional collaboration on large-scale / complex initiatives.
- Strong data analysis skills and familiarity with analysis techniques/tools.
- Experience with cloud computing concepts and enterprise architecture.
- Prior experience in a government or public sector environment.
- Experience with BI tools such as Power BI or Tableau to support reporting/insight needs.
- Strong stakeholder management skills with the ability to drive consensus and clarity.
Education / Certifications (Preferred)
- Bachelor’s or Master’s degree in Computer Science, Information Systems, or related field (or equivalent work experience), and/or
- Relevant certifications such as CSM, PMP, CBAP, or PMI-PBA.
