Program Manager IV
Job Type: Contract (~12 months)
Location: Remote
We’re partnering with a major financial technology company to hire a Program Manager IV to drive execution of a state-by-state regulatory integration program for one of their flagship products, bringing new state tax-filing capability live, one state relationship at a time. Roughly 25 states remain, and this role owns getting each one to production.
This isn’t a PMO or governance role; you won’t be running steering committees or producing status decks. Instead, you’ll personally be on the phone and in the inbox with state tax authorities, credentials, pushing stalled conversations forward, and keeping Product and Engineering ready for each state’s testing window.
What You’ll Do
- Own and drive execution of a multi-state regulatory integration program, personally progressing roughly 25 remaining state integrations through to production launch.
- Initiate and manage operational conversations directly with state tax authorities — identifying the right contacts, obtaining required documentation and access, and building the relationship needed to keep each state moving.
- Coordinate each state’s testing and certification process, from initial engagement through production credentials and a live customer filing.
- Track outstanding actions, resolve blockers, and escalate appropriately when a state’s progress stalls.
- Work closely with Product, Engineering, Government/Corporate Affairs, and other internal partners so each state has a clear, resourced path to launch.
- Support customer-facing activities as needed, such as enabling specific customers for state testing.
- Build a repeatable playbook for engaging a state end-to-end — turning ad hoc, point-by-point work into a standardized process the team can run across every remaining (and future) state.
- Continuously improve the program’s processes, artifacts, and operating cadence to reduce cycle time.
Required Qualifications
- Strong program/delivery management experience, with a demonstrated track record of personally driving multiple complex workstreams to completion — not just tracking or reporting on them.
- Highly action-oriented, organized, and persistent, with the ability to create momentum on dependencies outside your direct control.
- Comfortable working directly with external organizations, navigating ambiguous or inconsistent requirements, managing competing timelines, and escalating when progress stalls.
- Strong cross-functional communication and stakeholder management skills.
- Enough technical fluency to participate meaningfully in integration discussions and know when to pull in a Product or Engineering specialist.
- Comfortable adapting to a new team’s tracking/workflow tooling — no specific tool is mandatory.
- Available to work core hours substantially overlapping Eastern time.
Preferred Qualifications
- Experience engaging with government or state government organizations — pushing work through multiple states or agencies, adapting to both responsive and slow-moving counterparts.
- Experience developing repeatable processes and reducing execution cycle times.
- Background in tax, fintech, regulated industries, or government integrations.
- A non-traditional path into program management is fine — the track record of driving complex work to completion matters more than the title.
What We’re Looking For
Success in this role is about hands-on execution more than seniority or title. We’re looking for someone who has personally chased down external stakeholders, kept a messy multi-party process moving, and closed workstreams out — not someone who has managed a team of program managers or lived primarily in status updates.
