Job Summary:
The Controller is a hands-on finance leader responsible for overseeing the accounting operations of an approximately $25M government services organization. This role ensures accurate financial reporting, strong internal controls, and compliance with GAAP, FAR Part 31, and DCAA requirements. The Controller partners closely with executive leadership and plays a key role in supporting operational performance, financial planning, and organizational growth. Deep experience in government contract accounting is required.

Key Responsibilities:
Accounting Operations & Financial Close

  • Own the general ledger and lead monthly, quarterly, and year-end close processes
  • Prepare and review financial statements in accordance with GAAP
  • Ensure accurate balance sheet reconciliations and perform variance analysis
  • Manage accruals and ensure timely and accurate close cycles
  • Oversee and review the work of one Financial Analyst, including journal entries, accounts payable, accounts receivable, payroll coordination, and cash management

Government Contract Accounting & Compliance

  • Ensure compliance with FAR Part 31 cost principles and DCAA requirements
  • Develop, maintain, and monitor indirect rate structures (fringe, overhead, and G&A)
  • Prepare incurred cost submissions (ICS) and supporting schedules
  • Ensure compliant labor cost accounting, timekeeping, and expense allocation
  • Review contract terms for appropriate accounting, billing, and revenue recognition

Billing, Revenue Recognition & Cash Flow

  • Oversee billing for cost-plus, time-and-materials, and fixed-price government contracts
  • Ensure accurate revenue recognition in compliance with GAAP and contract terms
  • Monitor unbilled receivables, contract funding limits, and billing timeliness
  • Actively manage cash flow, billing performance, and collections

Systems & Internal Controls

  • Serve as the primary owner of the Unanet ERP accounting and billing system
  • Ensure proper system configuration for contracts, labor categories, rates, and reporting
  • Design, implement, and maintain internal controls appropriate for a lean organization
  • Document and improve accounting and compliance processes as the organization scales

Audits & External Relationships

  • Serve as the primary point of contact for external auditors and DCAA representatives
  • Lead annual financial statement audits and support government audits
  • Coordinate audit responses and oversee corrective actions
  • Manage relationships with banks, tax advisors, and insurance providers

Leadership & Cross-Functional Support

  • Lead, mentor, and develop a small accounting team
  • Partner with operations, contracts, and HR to support program and financial performance
  • Present financial results and insights to executive leadership

Required Qualifications:

  • Bachelor’s degree in Accounting
  • 7+ years of progressive accounting and finance experience
  • Minimum of 5 years within a government services or government contracting environment
  • Strong knowledge of GAAP, FAR Part 31, and DCAA compliance
  • Prior experience in a Manager-level, Senior Accountant, or Controller role

Preferred Qualifications:

  • CPA designation
  • Experience working in a $10M–$50M government services organization
  • Experience supporting organizational growth or scaling finance operations
  • Hands-on experience with Unanet ERP (general ledger, billing, reporting, rate structures)
