Job Title: Senior Operations Data Analyst – Power Apps

Location: Oakland, San Ramon, Walnut Creek, Concord, Berkeley, San Francisco, San Jose, Sacramento, Roseville, Fairfield/Vacaville, Stockton, Tracy, Modesto, Fresno, Auburn

Work Arrangement: Hybrid / Remote within service territory; occasional onsite collaboration may be required
Compensation: $55/hour

About the Role

We are seeking a Senior Operations Data Analyst with strong hands-on Power Apps development experience to join a growing Visual Management and Insights team.

This role is ideal for someone who combines Power Apps development, business analysis, data analytics, and Microsoft Power Platform expertise. The primary focus will be building new Power Apps solutions from the ground up to support operational reporting, stakeholder data collection, workflow management, and business processes.

The team already has strong capabilities across Power BI and the broader Microsoft Power Platform. The immediate need is for someone who can bring deep Power Apps expertise and independently take applications from concept through production.

You will work closely with business stakeholders and cross-functional teams to understand their needs, translate requirements into technical solutions, and build applications that are intuitive, scalable, and maintainable.

 

What You’ll Do

  • Design, develop, test, deploy, and maintain production-quality Power Apps.
  • Build new Canvas Apps from scratch based on business requirements and operational needs.
  • Work with stakeholders to understand business challenges and translate them into practical application solutions.
  • Gather and document requirements from users who may have limited technical or data expertise.
  • Ask the right questions to understand the underlying business need rather than simply building to an initial request.
  • Develop user-friendly interfaces, forms, workflows, data-entry experiences, validation logic, and business rules.
  • Integrate Power Apps with the broader Microsoft Power Platform, including Power BI, Power Automate, Dataverse, SharePoint, and Microsoft 365.
  • Design applications that support data collection, reporting, workflow visibility, and operational decision-making.
  • Manage the full Power Apps lifecycle, including development, testing, release, documentation, maintenance, and enhancement.
  • Collaborate with analysts, business partners, and external stakeholders to ensure solutions meet functional requirements.
  • Translate complex operational and analytical requirements into intuitive applications.
  • Identify opportunities to automate manual processes and improve the quality and accessibility of business data.
  • Troubleshoot and enhance existing applications as needed.
  • Document application functionality, development decisions, and ongoing maintenance requirements.
  • Communicate progress, challenges, and recommendations to business and technical stakeholders.

Primary Technical Focus: Power Apps

Power Apps development is the most important requirement for this position.

The successful candidate should be able to demonstrate experience building applications from the ground up, rather than simply configuring or administering existing Power Apps.

Experience with Model-Driven Apps is valuable, but Canvas App development will be the primary focus of the role.

Microsoft Power Platform

Experience across the broader Power Platform is highly desirable, including:

  • Power Apps
  • Power Automate
  • Power BI
  • Dataverse
  • Microsoft 365
  • SharePoint Online
  • Power Platform integrations

 

The team will rely heavily on the candidate’s ability to connect Power Apps with these technologies to create complete business solutions.

Data & Analytics

While Power Apps is the primary focus, this is still a senior Operations Data Analyst position. Candidates should have a solid understanding of data and analytics and be comfortable working with:

  • Data analysis and visualization
  • Power BI
  • SQL
  • Data validation and cleansing
  • Data models
  • Reporting and dashboards
  • KPIs and operational metrics
  • Data gathering and requirements analysis
  • Business intelligence concepts

 

Additional experience with technologies such as Azure SQL, Azure Data Factory, Synapse, Microsoft Fabric, SAS, Visual Basic, UNIX shell programming, or other data platforms is a plus, but not required.

 

Stakeholder & Business Analysis

A significant part of this role involves working directly with stakeholders who may not have strong technical or data backgrounds.

You will be expected to:

  • Conduct requirements-gathering sessions.
  • Understand the business problem behind a request.
  • Ask clarifying questions and identify gaps in requirements.
  • Translate business requirements into technical specifications.
  • Explain technical concepts to non-technical stakeholders.
  • Develop solutions that are intuitive and easy for end users to adopt.
  • Partner with internal teams and external stakeholders throughout development.
  • Present and demonstrate completed applications.

 

Required Qualifications

  • Bachelor’s degree in Business, Computer Science, Engineering, Data Analytics, Information Systems, or a related field, or equivalent professional experience.
  • 4+ years of related professional experience in data analytics, business intelligence, application development, operations analytics, or a related discipline.
  • Demonstrated experience building, deploying, and supporting Power Apps in a business or enterprise environment.
  • Strong hands-on experience developing Canvas Apps.
  • Experience taking a Power Apps solution from initial requirements through development, deployment, and ongoing support.
  • Strong understanding of business requirements gathering and stakeholder collaboration.
  • Ability to independently manage projects and deliver solutions with limited supervision.

 

Preferred Qualifications

  • Prior experience working within a utility or other highly regulated environment.
  • Previous experience supporting large enterprise organizations.
  • Experience with Power Automate, Power BI, Dataverse, SharePoint, and Microsoft 365.
  • Strong SQL and data analytics experience.
  • Experience integrating Power Apps with APIs, databases, or enterprise applications.
  • Experience developing applications that support operational reporting or compliance processes.
  • Experience building a portfolio of Power Apps solutions that can be discussed or demonstrated during the interview process.
